Lets get on with the first business of news. We are having an anniversary party. Furbur had made a post about it. It’s only a few down, so look for it.

On with the CP news!

The new Medieval Party is out… TODAY! You know what that means! We’ll be seeing a small uprising of about 13 medieval themed armies.

Two Years of RPF!

Greetings RPF Soldiers

Two Years of RPF!!

Please note, I’ll only be going into detail of what happaned since May 8th 2008.

Thats right folks, two years ago on May 8th 2007 Commando717 and Kyle Cease founded RPF. Its been quite a ride, we had the glory days of Commando. Then the short leadership of Kg that ended sending RPF into its darkest times yet. Then we had 16 (or was it13?) days of disputed leadership, we averaged more then one retirement per day in those two weeks. It was quite a time, I suggest you look in the archives of June 2008 so you can see exactly what happaned. In the end though Ziehen was the leader of RPF, he would lead us through togh times, a rather large war that is considered by some to be WWIV. We got a constitution under Ziehen, and became a real democracy. Then we had our first revolt against ACP. ACP had become a true evil in our eyes, Kg007 had betrayed RPF and gone to lead ACP, for which most RPF soldiers will never forgive him. At first we thought we would win, but then all the other major armies turned on us. It was only with Furbu27’s and Ziehen’s clever negotiations thjat RPF made it out in one piece. We later would defeat ACP in the second revolt in which the other major armis would be by our side. Ziehen was certainly a good leader despite many things, but eventually the RPF people didnt want him, and elections determined a new leader. The elections looked like they would be a face off between Dragoninja0 and Furbur27. Furbur27 was the favorite when commando717 decided to come back and run against Dragon and Furbur, in the end Commando would win. Commando became leader, causing RPF to grow. We had many invasions, I cant say that very much happaned as far as war, but RPF grew alot under Commando. I was inactive for alot of this time because January and February are my busy times so I dont know all the details. Commando however would retire once more, and elections would determine a new leader. Kyle Cease the co-founder came out as the favorite, Dragoninja0 who could be a large threat to Kyle, and Furbur27 who was a longshot but still a possible threat. In the end though Kyle won, and he became leader of RPF. Many didnt like him, but he told them he really didn’t care. It is to early to judge Kyle’s leadership as he hasnt even been leader for a month yet, but so far hes done a good job.

In conclusion RPF is a great army, we are in tough times and will be in tougher times in the future. You can say were smaller then we were under Commando, or Kg, but you cant call us dead, and we are coming back up, we will be not just a large force in CP armies but one of the largest forces in CP armies very soon. RPF just like every CP army, will never fall as long as there are still soldiers left to lead it.

I metioned looking at the archive of June 2008, I highly suggest doing this. Much more happaned in Summer 2008 then I was able to mention, and you can’t truly judge Ziehen or me, or anyone else who was active in that time without knowing the full story.

In Conclusion

To end this post I must say that RPF has had great times, and many will wish for the old days back again, but I’m telling you now you wont have 2007 again. You will have 2009, the next great era for RPF. We’ve got great people here, we are the smartest army in theory, we just have to take our ideas and make them happen, when we do that we will be golden.

Well RPF has now officially joined the war, we sided with the nachos. Now I’ve had to explain why to many of my ACP friends, the main reason was nachos have been our allie since the second revolt against ACP, and ACP has been either neutral or our enemy ever since Kg was ACP leader. We are staying true  to our allies, and you’re all going to have to deal with that.

Now that were involved we’ve already launched an assault on a certain ACP server, I dont know if we officially own it bcause we didn’t announce any invasion ahead of time but i consider the owner of a server to be either the last one to invade it or the army that has the most troops on it, therefor controlling it.

You’ve Helped Me to Help You!

I dont know about Kyle, but I certainly got alot of info from Kyle’s latest post.

First off it seems like everyone misses weekly promotion days, I dont know about weekly but I have the authority to promote everyone who isn’t super high ranked, and I’ll do promo days every couple weeks for sure, maybe more often! The first one will be friday on RPF’s b-day.

It also seems like alot of people miss the comedy in our posts, now I’m not good at coming up with jokes, I’m better at finding funny things so I might stick some funny quotes or pictures at the end of my posts. In general though, you’ll have to leave this up to Kyle.

Othr then that you all miss ask commando, I could do an ask Furbur27 thing, but I doubt it would be very funny, and ask Commando would be better. Well here I think you will have to either get Commando to do this again or just let it go.

Help Me To Help You

Obviously the message isn’t clear enough. Being a man that people hate with their heart and soul, I need to improve myself to be an important leader. But the problem comes with this: Every one of you thinks that you’re my special little buddy, and I wull take all of my advice from you. That’s not true. Far from it. I have my own personal advisors. Tucker, Furbur, you know. But  everyone has some problems with the way things are going. And I know it may be contrary to every OTHER leader (Boomer, Aber, Shab, Spacey, Wii, Lotsof etc…) but I don’t WANT to surround myself with people that say I’m great. I’d rather have my public tell me what I’m doing wrong. It’s not like I just want to know my faults. I think the title of this post is self explanitory! Help me to help you! If you think something sucks, then you need to tell  me what it is right NOW, in comment form. I want everyone that is active to think of something they don’t like about RPF right now, and tell me what it is in comment form. Because I’m obviously doing something wrong, and if you could tell me what that was, we could all be rocketed into being a major army again. So please, don’t hesitate to complain. By the way, I’ll just delete comments that say, “The problem with RPF is that Kyle is here” because that’s not constructive! So I should go change my name? I mean, seriously think about this. I’m the man with the power to fix things. All you have to do is tell me what’s broken.

Recruiting & Practice Battle Results

Practice Battle Results!

The practice battle was earlier today, 9 people showed up, which is alot compared to last weeks turnout. I wasnt there but the blue team won. Congrats marines and military on the victory!

So blue won in a short 15 minutes! We’ll probably have another practice battle soon. Thanks to Josh for organizing all of this!

Recruiting

We’ve been recruiting alot today, it seems to be going well, though we’ve had MUCH larger crowds at recruiting before. We started this morning at snowfall, I unfortunatley dont have any pics of that, but we probably got a couple of people to actually search for us.

Then we headed over to snowfall at about 1:00 PST, and we got a good amount of people, and probably a few of them decided to search us. I was leading therecruiting on this server so I have a few pics!

Once I get my membership back I will start having our troops get on mammoth. Until then recruit anywhere on USRPF servers, I will be giving out promotions to people who help recruit! We might recruit more, if I get more pics I’ll edit this post.

The Meaning of Liff

I declare the battle to have been a tie.

According to person’s post, the nachos won the server by capturing each room. If thats true then all I have to do is go to each room and ignore the ppl who are there when I leave the room.

Example: Nachos regrouped at cove. They then left for the forest. Acp then moved to the cove.      You can’t say you captured the cove because Acp recaptured it a minute later.

Also invasions are only won if every room has been won in a battle. I didn’t see any big battles because each army filled up the room they were in. This is why it is a tie.

If you still can’t accept that then look at this:

“This battle is no longer to fight over the server Snow Fort. The meaning of this battle is to help keep our great ally, the UMA.”

Now an invasion has to be scheduled 24 hrs in advance. Your edit was never corrected 24 hrs in advance which makes it a lie to say that Acp has lost snow fort.

ONTO THE WINNERS OF THE WAR!!!

In all the pictures I saw and the time I was at the battle on cp whatever room each army was in was full. It wasn’t that Acp scurried from each room trying to “avoid” nachos, we just swarmed into the last room nachos were in hoping to catch them once the room was not full.

I don’t remember any battles because both armies filled up their rooms. Acp didn’t defend because Nachos didn’t attack us. If anything Nachos ran from us because as Acp swarmed into the non full server, Nachos left it for another room.

Until someone can prove that an invasion of a server is now defined as: Going from room to room, filling it up so no soldiers of the defending army can get in, and claiming that room as unable to be recaptured. Also all the rooms do not have to be captured, just the ones that the “winner” wants to have to be captured.” Until this is proven as the new definition, nachos have no ground to stand on when they claim they have won.

Summer Time Is Almost Here

I made a mention in my introductory update last week that the weather’s been pretty darn uppity of late. It’s been hot enough to boil the bum of any primate you’d care to name. It must irk God somewhat; first we’re complaining about how freezing it is and how it doesn’t seem to want to stop raining, then we get all cross ‘cos our earwax is melting and dribbling down our necks. It’s only a matter of time before the big feller gets out his cosmic sniper rifle and climbs the bell tower of heaven.

In the meantime, though, I think it’s my public duty to advise people how best to beat the heat. Which is why, to this end, I compiled a short guide to keeping your cool in the summer sun.

1. Keep your cool

The sun will doubtlessly make you feel a little bit hot at some point. Don’t panic! There are simple ways to remedy this situation. Most shops sell these great little cooling packs (usually with names like ‘Solero’ and ‘Orange Fruitie’). Just buy a couple of these and pack them into your shoes. This will keep you cool all day long! Eventually a curious squelchy, fruity-smelling mess will appear in your footwear. Don’t worry, that means it’s working. Also, when you get home you can tip all this goo into a glass and enjoy a fruity treat as a reward for beating the heat! (BONUS TIP: Don’t use this technique if you wear sandals)

2. Ignore the sun

If you can ignore the sun, then it might just go away. Walk around in a thick winter coat holding a hot water bottle with your back to the sun, commenting in a loud voice how unbelievably chilly it is today. If people ask you what the hell you’re doing, wink knowingly and tap your nose. If they try to point out that the sun is out and it is very hot, look around theatrically with your hand shielding your eyes, then shrug and say ‘I see no sun today!’. If they persist, punch them in the face and run. They are obviously sun sympathisers.

I always use this technique in hot weather and it hasn’t failed me yet. Every single time the sun has eventually gone away. Usually at some point between eight or nine pm.

3. Stare the sun down

If the above technique doesn’t work (it will, but just in case) the next thing you can try is frightening the sun away. Bullies are usually cowards who will run away if you show any steel. Stand your ground. Put a defiant expression on your face and stare at that sun with narrowed, gimlet eyes. After a few hours of this your vision will start to fog, but don’t worry, that means it’s working. After another few hours everything should be totally black. Congratulations, you have scared the sun away! Just try not to run into any lampposts on your victorious journey home.

4. Avoid the harmful rays

The sun emits radiation just like any barrel of glowing green stuff, and if you spend too much time under these rays your skin will redden and peel off, leaving you a freakish, bloody mess of exposed muscular tissue. To combat this, there are these fantastic plastic suits you can buy from the local nuclear plant surplus store that cover your whole body. Wear one at all times and you will probably be safe.

If you see sunbathers like these lying around, they must be warned right away of the danger. Run up and down the beach shouting at them until they go away. If they don’t go away, get hold of a high-powered machine gun and fire a few shots into the sky. If they still don’t move, they are obviously SPIES for the sun, sending information to their satanic leader through coded messages written in suntan lotion on their sweaty, filthy bodies. Show these mothers the error of their ways and empty a few clips into their unclean flesh.

5. Move

If the heat is really getting to you and nothing seems to work, then I’m sorry, it’s time to pack up and move somewhere where the heat is less intense. I suggest Quebec, or Finland, or the Arctic Circle. If none of these really float your boat you can always try Mars, or even one of the moons of Jupiter if you’re really sensitive. Maybe there you won’t have to worry about that mean old sun picking on you, you blubbery little big girls’ blouses. You filthy coward. You disgust me.

So there you have it! All the tips you need to combat our natural enemy, the evil cute-puppy-killing sun. Now you’ve got no excuse to be complaining about the heat, soldier. What’s that? A tan? Down on the floor and give me fifty, you traitorous swine! Since you like the sun so much maybe you’d like to be staked out on the roof for a week, eh? Eh? We’ll see what kind of tan you’ll have after that! Dismissed!

Well, I saw the results. We have 40 active members. Some of which are never active during wartime because they’re faithful to UMA or ACP. Or something. Anyway, we’re going to have to have a recruitment party, DUH! Let’s organize this one. It has to be organized, and well planned. We get as many RPF members as possible to go to the server White Out, and start recruiting in the Town! Or the Iceberg! Whatever works/has the most people in it.

When? This Friday, 6 PST.

Why? To get more recruits

Where? White Out

According to the WW Site, (OMG, I Totally read the sites of the other armies. Now, if only… EVERYONE from EVERY other army could say the same -.-) the word “Search” appears. This means that some of us have to be shouting “Join RPF!” and others of us have to be shouting “Search Clubpenguin RPF!”. I assume that our RSA (RPF as a Second Army) members, will be able to attend this, as it’s not a war, and they ARE in RPF.

In Other News:

I’m proposing a much needed Stock Penguin Color Change. After observing the WW, and their successful recruiting technique, it’s come to my attention: Not a lot of kids like the shade ‘black’. So we should change our color! At least that way, people will think we’re just some dumb color party, right? Then we’ll get people joining, and they won’t even know it. And when they think to themselves, ‘that color party today was just neat-o’, they’ll remember ‘What were they all shouting me to do? Search… RPF or something like that? Hmm *types in on google* WOAH! THIS IS FRICKEN AWESOME!” See how it works, everyone? At least color provides a memory boost

Weekend Activities

After seeing the results of the poll I have decided on a time for the party and the practice battle! 6:00 PM PST got the most votes but I looked at my schedule and I dont think I could make it to that and I need to be at the practice battle. The second place winner was 10:00 AM PST and third was 11:00 AM PST. I decided to schedule the practice battle inbetween these times, so here is the info:

Practice Battle

Why? So we can have some fun and practice!

Who? Red vs. blue, the red team will be the RPF Air Force Branch and the RPF Marines Branch, the blue team will be the RPF Navy Branch and the RPF Military Branch. Soldiers who dont have a specific branch can either go to the team that their old branch is on or the team that appears to be losing.

Where? Snowfall, Mine, I’m sick of everything being at the snow forts.

When? Saturday April 25th at 10:45 AM PST lasting until 11:45 AM PST, I will judge.

Anyone who doesnt belong to those timezones has to figure it out for themselves.

Summer Time Is Almost Here

I made a mention in my introductory update last week that the weather’s been pretty darn uppity of late. It’s been hot enough to boil the bum of any primate you’d care to name. It must irk God somewhat; first we’re complaining about how freezing it is and how it doesn’t seem to want to stop raining, then we get all cross ‘cos our earwax is melting and dribbling down our necks. It’s only a matter of time before the big feller gets out his cosmic sniper rifle and climbs the bell tower of heaven.

In the meantime, though, I think it’s my public duty to advise people how best to beat the heat. Which is why, to this end, I compiled a short guide to keeping your cool in the summer sun.

Weekend Activities

This weekend were going to be having a practice battle, and a party! The practice battle will be red vs blue and more info will come later. However, after the low turnout for the practice battle with ACP, Staurday, I thought I would make a poll to see what time works best!

+ 3 hours for eastern time

+ 2 for central

+ 1 for mountain

+ 0 for pacific

Anyone who doesnt belong to any of those timezones can figure it out for themselves! As for the party, I will schedule that deapending on when we have the practice battle. We might also have an open meeting (RPF meeting) on Sunday.

When will this epic battle take place? This Friday.

What Time? Well, the RNW scheduled it especially so none of you could show up, at 4 P.M. EST. Apparently, daycare lets out around 2.

Why? Damned if I knew. Anyone who can make it (none of you), help them out. (Why on earth would the schedule a battle for 4 P.M. est?! That’s stupid!)

Well I think we should do some massive recruiting on all of our big servers. I will hand out medals to EVERYONE who participates in recruiting, and if you help ALOT I will promote you. I can’t say “I hate fish, so fish must have terrible swimming skills.” I am a leader. And I’ve been a leader before. The problem is in your personal hatred for me, rather than my ability to lead. Think about that for a minute, before you immediately comment “KYLE SUCKS” or something.

And now I see. It wasn’t RPF that people joined. It was Commando. Now that I’m the leader of RPF, nobody is in RPF. Just perfect! Well, you all suck. There was an active count of 3 RPF members total at the fantasy war. Good job! You really made it there… Josh… and some kid I don’t know! Good Work! War for Fun

To start things off I should remind you about the war for fun later today, here is the info:

When? This Saturday at 4 pst, 5 mst, 6 cst, 7 est, All Aussie’s and Brits have to figure it out for themselves.

Where? Tuxedo. We’ll be playing the role of the Defenders. Most of the battle will take place in the snowfort, as it seems like the only logical place to hold a snowball battle. However, should the snowfort fill up, feel free to use the pool, or the pizza parlor

With Whom? The ACP will be playing the role of the attackers.

Anniversary

Today is the aniversary of a major event in RPF history! A year ago today on April 18th 2008, Commando717 retired from RPF just a few days after Oagal retired from ACP. … And A Whole Lot of Lawn Gnomes

The New Rank are Out!!! Nobody’s been like, promoted, or demoted. But there are new rank names. So I actually take that back, some of you have been demoted. But it’s for the greater good! Just look at the shiny new rank names! Among my personal favorites are, “Deathbed: The Bed that Eats People” and “Admiral Wiggles”.

Other things in the news. Some issues came up with WW. I don’t know what happened, or how or why or when. I DO know that we aren’t going to stoop to their level. I can tell you exactly what happened, but you wouldn’t care, so I won’t get into it. I guess to sum things up, Spacey is Always Right. Unfortunately, she wanted to be right about being wrong. And that kind of caused this weird time-space(y) vortex that destroyed Finland. So now WW wants to wage war, and I want to settle things, but Wii and Spacey refuse to communicate with RPF. Be on your guard, but don’t attack any WW you see, we don’t want things to get any WORSE.

The Fantasy War between the ACP and the RPF is tomorrow, hooray! I’m not hearing a hooray… Well anyway, the Battle to Change Casual Monday to Fridays is about to begin… or whatever I called it. I hope to see my RPF troops giving RPF a good name, when they show up. But they might not, and that will sadden me, and I’ll have to kill this adorable golden retriever. You don’t want me to kill and adorable golden retriever, do you? Please show up at tomorrow’s fantasy war.

If you’re on later tonight, you might see a new page come up. The Media Branch, I plan to launch today! You don’t have to be a fighter, you can be a muse! The people in the media branch are those that regularly help the RPF out with things like, Public Relations, Getting Us Known, Designing Multimedia (Arts of any kind, to be more exact) and so on. I hope you like them.

ACP and UMA, and IW, and WW, and BB, and ST, and Nachos, I need to talk to all y’all. I want a United Nations. But I want it to work better than Commando’s. We’ll hold it at a chat where we’re all equals, nobody’s chat. And we won’t need a site. But I want to know that we can regularly meet, to maturely, and calmly settle our differences. It’s not as though this is the end of fun, though! We will still have plenty of fantasy wars. As I said, I want there to be a new battle every saturday!

WW declared war on RPF for no reason. Or something like that. I’m not really going to follow it, mostly because I’ve done nothing wrong to anyone. Nobody really cares about what I say, so it’s not like they’re going to listen to my point of view, but here’s a little graph:

Greetings RPF Soldiers

Yeasterday evening the Watex Warriors invaded tundra, breaking the long standing tundra union alliance. RPF then held them back and I never heard the result ofthe battle. So as head of foreign affairs for RPF I am putting tundra on the following codes/alets:

So tundra needs to be patrolled at all times possible, if you’re online then patrol tundra. I also think you should patrol other majore USRPF servers, especially tuxedo. I will be negotiating with the WW leaders anytime they are online. Until we reach an agreement you are to deafend USRPF but NOT invade or attack any WW server. I dont want war wuith WW, they have been our greatest allie for close to a year now.

Also I need to talk to a BB leader, I cant remember if Klim is still the BB leader. As BB owns part of tundra I need to talk to their leader.

Kyle Edit: I’m not trying to uh… rain on anyone’s parade here. I am proposing a new ranking system. Rank names are going to change. Some poeple are going to go up, some people are going to go down. But I do want feelings on one big topic. People love to see their name on the ranks. But they don’t have any idea how hard it is to do.  From this point on, I can mention everyone who recruits in a post. But do I have to list all of you on the ranks page? I’ve always wanted it to just be nothing more than a list of the various ranks you can attain in RPF. I’m going to be making dozens of new ranks, and split some people up. Yeah, some of you will get promoted, some of you will get demoted. But it’s not a big deal, because for MOST of you, it won’t be more than a rank, maybe two down. And it’s really easy to get back up – not that people honestly judge you based on your rank. In the RPF, I try to create a casual relationship with my troops and I, meaning that there is no “mod rank” but instead, only a certian point that you’ll get to in your life where I feel you get ready for making desisions on the chat. Anyway, before I ramble on too far, here’s the poll I was talking about earlier.

Commando Edit: Paintboy100’s site used to be blaming the Nachos for the hacking like yesterday. Its edited. Its blaming US now. Im going to contact wordpress about the situation myself.

You will never guess what idea I had this time that doesn’t involve me coming back in any big way. Alright, RPF, listen up! As I promised, I’m trying to schedule a war for fun every Saturday evening! This Saturday, you’ll never believe what I scored us!

The Battle For The Right To Change Casual Friday to Monday (There we go.)

• When? This Saturday at 7 Est, 8 Cst, 7 Mst, 6 Pst, All Aussie’s and Brits have to figure it out for themselves.
  
• Where? Tuxedo. We’ll be playing the role of the Defenders. Most of the battle will take place in the snowfort, as it seems like the only logical place to hold a snowball battle. However, should the snowfort fill up, feel free to use the pool, or the pizza parlor
  
• With Whom? The ACP will be playing the role of the attackers.

-Story-

With the hacking of the ACP, RPF, and Nacho sites, the world was thrown into chaos. The Nachos quickly withdrew their troops from servers in an effort to build up their numbers. Meanwhile, the ACP, desperate to seek revenge on their only suspect, RPF, declared war. With only one option left, the RPF had to defend their homeland. Enter:The Battle For The Right To Change Casual Friday to Monday.

Pandora’s Box (And Other Cubes Involved in World Creation)

Guess what! Come on, guess… I know you hate this game, but just guess for me! Please? I’ve won the position of RPF Leader! Hooray! I’m just making this post to get things started off, but I’ll make a post-post later on tonight. I’ll see what I can get done in this little 15 minute period I have.

So, a long time ago, a wise man asked me “Kyle, what are your future plans for RPF”, to which I promptly responded, “Well, I believe that we could use a ficus over here. Maybe a few palm trees in the back, and I’m going to be purchasing a grape vine to hang across my cieling,” to which he promtly responded in rebuttle, “I said ‘plaNs’.” To which I responded in yet another rebuttle, “I’ll be flying Southwest Airlines from here on out, baby.” He then called me an idiot and ended the interview. So, my friends: The plans for R.P.F.

As I just started as a leader, I’m going to need some little ‘tutorials’ so to speak in my leadership. But the first change I Can garuntee you all, is an updated rank system. No, people aren’t going to get promotions (some of you are, some of you are also gonna get demoted. I’m sorry, seriously.) But I need to change the rank names! They’re so gosh darn boring! I understand it’s not fun to be on the bottom of the ranks, but if I called the bottom rank “Blood-Killer” or something, you’d probably want to be at the bottom of the ranks! So, to stop mostly complaining, but also to add fun to the life of the RPF, we’re going to be getting some updated rank names.

In addition to updated rank names, is a sensational new idea I had. The Media Branch of RPF. It is completely unrelated to the Military. It’s for people that I feel are worthy of reporting the news. If you have a story you would like to submit to RPF, simply email it to me. All stories must be real tellings of current happenings. It doesn’t sound like a whole lot of fun, until you realize that you will just be writing short reports on whatever interests you. If written well, I’d promote you. Everyone who’s news story I like, I will promote to Author on the RPF site, and they will be able to make other news-worthy posts based on the genre they would like to cover. So far, I’m thinking: Sports, Trivia, Music, Movies, TV, Economics, Politics, and Regular CP Army News.

I hope you like the next four months as much as I will. My goal is for you to have the most fun you’ve ever had in the R.P.F., and to do that, we’re going to need parties. Lots of them. This Friday night will be Movie night, on RPF Chat. Come dressed as your favorite movie character, and celebrate with us at 9 pm est. Hope you make it.

1. Preamble

We, the Penguins of the United Servers of the Rebel Penguin Federation, in order to construct a more unified nation, ensure domestic tranquility to the people, provide for the common defense, promote the general welfare of our citizens at all times, and secure the blessings of justice, freedom, and fair representation within our nation borders with this Constitution.

2. The Articles

Article I

The System

Section I

The United Servers of the Rebel Penguin Federation is a Federation-Democracy, or more specifically a constitutional republic that uses cooperative [intrastate] federalism – the cooperation of federal, state, and local government. It therefore contains a central government (federal government) comprised of the Legislative Branch (Congress), the Executive Branch (President, Vice-President(s), and a cabinet of ministers (if applicable), and finally a Judicial Branch (Supreme Court and its Judges).

Section II

Below the federal government lies the local government of the servers. These are governed by the Executive Branch, whose mandatory position is only that of Server Governor. Any other positions shall be exclusively provided by the elected Server Governor at his own will.

Article II

The Legislative Branch

Section I

All legislative Powers herein shall be formed into the Congress of the United Servers of the Rebel Penguin Federation, which shall consist of a House of Representatives and a Senate.

Section II

The House of Representatives shall be composed of members who shall be elected by the people of this Federation and its every server every three months. These representatives shall represent the needs of the Military, and hence are soldiers during their time of service in the Congress.

Section III

Any one soldier at time of candidacy with the rank of Head General, Warlord, and Head Warlord is eligible to candidate for a seat in the House of Representatives. Once elected by the people, one will be official.

Section IV

Any one citizen with the title of „Server Governor“ is automatically a part of the Senate. The Senate consists of all Governors and its Head officer is the Golden General.

Section V

Decisions shall be made by a fair vote of all congressmen, and then by the people. It is unjust to hold final votes on bills or any other inquiries without ALL official congressmen present (this includes the Head of the House of Representatives and Senate), or a poll for the people. It is unjust to make decisions affecting and representing the Federation without consult of all the entitled persons.

Section VI

The Congress shall have every right to make inquiries to the Executive Branch and form bills or petitions to ensure the stability of the nation, if they feel the Executives have not fulfilled any such actions in a timely manner at that point in time.

Section VII

The process of bill making shall be initiated by either the Congress or the Executives. With the first case, it shall be discussed and questioned by the Congress, then passed on to Executives, and sometimes the Judges when wished so by them. After the Federation-President approves, the Bill will be passed onto the people and will be in effect once the majority of the people approve. This will ensure that the people have absolute control in times of doubt. If the Congress is not able to meet for a situation to be discussed and voted upon within three days, the Executives may decide to make an immediate poll to create a more time-effective decision-making process.

Section VIII

All congressmen have both a verbal and judicial immunity during their time in office, known as diplomatic immunity. The only action not protected under this immunity is wrongful accusations or verbal insults to another member of this Federation. This immunity is in place to protect the congressman from threats, and to allow him to fulfill his duties at all times.

Section IX

All congressmen are expected to fulfill their duties of representing the people of this Federation fairly and to make decisions upon their own conscience. Failure to do any of these or to carry information with full confidence and secrecy will result in the prosecution according to this Constitution under „treason“. The accused will be immediately revoked of his congressmen status, his immunity, and potentially his citizenship until an inquiry is commenced by the Congress and the Supreme Court (Judicial Branch).

Article III

The Executive Branch

Section I

The Executive Branch makes day-to-day decisions of every aspect for the entire nation. In an emergency, this Branch is responsible for ensuring stability of the Federation through this time period, and therefore overrules any other government branch, if so decided by the government and lastly approved by the people. The Executive Branch is comprised of the Federation-President, technically referred to as the Head of State, who leads the Army, three “Triggers”, who lead the Government, and the Golden General, who is the Second-In-Command of the Army. All members also have diplomatic immunity during time of office.

Section II

The Federation-President is the supreme commander of the Rebel Penguin Federation, that being the Army. Unlike his close colleague, the Premier-General, the Federation-President has a minor, yet existing role in the Executive Branch. His consent is needed to sign major bills (not to be confused with inquiries or petitions by Congress), as to ensure consent of the common soldier and citizen in the first stage. The Federation-President is therefore also known as the „Commander-In-Chief“ (in the American system), and has absolute control of the Army. The only exclusion is an inquiry launched by the Congress AND the Premier-General. An impeachment happen with the same two processes; if the later occurs, the Supreme Court CANNOT turn down the case. The Federation-President’s authority is temporarily suspended if it can be proven that the majority of the people veto his actions. The Federation-President is elected every 4 months and has an unlimited amount of terms; he can reign as long as he gets re-elected. In an emergency, the Federation-President has absolute control and can perform all constitutional actions at his will, if approved by the majority of the people in an emergency poll.

Section III

To fulfill the government duties, there are three „Top Executive“ to lead the nation: the Triggers. Each one is also elected every 4 months; very commonly synchronically with the Federation-President. He also has absolute power of the government and can only be „stopped“ by the same process as the Federation-President; namely an inquiry launched by the Congress AND the Federation-President (this could include the Judges in both cases). A trigger is commonly part of the House of Representatives, and forms an exception, as he does NOT have an army rank, and does not vote as part of Congress – he only has discussion and bill-initiative rights. His authority is temporarily suspended if the people wish this to happen. His impeachment works by the same process as in Section II (Article III). Each trigger has a specific name: Armistice (the one who brings peace), Delirium (the one who brings disorder), and Vehence (the one who destructs). There are three to allow great diversity in discussions and decision-making; each one has specific expertise in each field and decisions are made by an “out-of-three” format (2=majority). The Armistice Trigger is usually designated as the Head of Senate. (Disorder and destruction don’t mix with serious congress matter; only peace does.)

Section IV

The Golden General is the second-highest official of the Army. The same rules apply to him as to the Federation-President (refer to Section II), that specifically being electoral terms and conditions, terms and conditions of suspending authority, and impeachment. However, he is the Head of the House of Representatives, votes as a congressman, and does not sign official documents to get them approved, unlike the Federation-President. It is hoped that the Silver General will benefit from his duties to be the designated of the Federation-President if he does not continue with his duty for multiple reasons (election loss, resignation, or rarely impeachment).

Article IV

The Judicial Branch

Section I

The Judicial Branch is comprised of three Supreme Court judges and meets in the Supreme Court. These three judges are the only permanent part of court cases (meaning that Jury always changes, along with prosecutors in some cases). Decisions are made along a simple majority rule: if two decide for the same action, it will occur, if the Jury agrees. If the Jury does not agree, the trial will be re-scheduled for a latter rendezvous.

Section II

The Judges also have immunity and must be unbiased judged on previous commitment in the government. They are elected every 6 months by the people as well. There is no minimum requirement and anyone can run. To ensure competence, the people can remove them from office at any given time. The Congress and Executives can launch an inquire at any given time, too.

Section III

The Jury is made up of at least five members of the nation or army, but NEVER government. They may be used to up to three consecutives cases until they lose their position. The Jury sits in court during trials and must form a final verdict just like the judges at the end of the trial.

Section IV

The Prosecutor consists of only one from the government. However, in many scenarios, private parties of the nation can hire additional prosecutors. They present material against the defendant to the court. Prosecutors can be hired by the government for as many times as they wish, if they are pleased with their efforts. Prosecutors may bring in witnesses who will testify against the defendant but always truthfully.

Section V

The defendant has the right to a lawyer, who represents him in court. However, he may not choose this right, if he finds himself familiar and confident enough in court. The defendant always has the freedom of speech privilege in court at all times, and has the right to bring witnesses along with him to prove his innocence. If found guilty, the defendant will be punished according to the verdict.

Article V

The Constitution

Section I

The Constitution is the supreme document of this nation and must always be followed, unless all Executives, two-thirds of the Congress, and the majority of the people wish to take it out of effect. Amendments may only be changed with the majority of the people’s approval.

Section II

The Constitution may NEVER be disobeyed in any government practice across the Federation. Failure to obey the Constitution will result in the immediate removal of office and immunity of the offender. If a soldier offends the Constitution, he will be fired indefinitely, and must present his case in front of the Supreme Court. Any citizen who violates the Constitution will be imprisoned according to the Supreme Court and may lose citizenship or even be exiled.

Section III

To change the Constitution, the government requires full Executive approval, and at least an absolute two-thirds majority from the Congress. The Judicial Branch may review the proposals if any of the above listed is not met. The Judicial Branch may NOT do this, if the majority of the people show their approval in a public poll.

3. The Amendments (Bill of Rights)

Amendment I

The government shall never violate the terms and conditions of this Constitution present. It is the supreme document that enforces and ensures domestic tranquility, common defense, general welfare, and liberty of the nation at any cost and in any situation.

Amendment II

Every soldier, citizen, and government official of this Federation has the freedom of speech (freedom of expression). This co-exists with the freedom of religion and any other beliefs. These cannot be discriminated or persecuted against, as cultural diversity is very welcome in the Federation to make it a location of a very broad worldview. Along with that, every member of this Federation shall always have a right to liberty, giving them the right to always decide for themselves – NO ONE can EVER force one to do something against one’s will; otherwise it constitutes a very severe constitutional offence.

Amendment III

Along with Amendment II, every member of the Federation has a status of equality to the law. This means that if any one member is under suspicion and will be prosecuted against, this one person will have has the rights of freedom of speech, right to liberty, and the right for a fair, non-biased trial with all other essential support to grant such a fair trial.

Amendment IV

The citizens, soldiers, at government officials of this Federation shall always have the right to express and judge the government and its actions and policies. Soldiers are entitled to vote as citizens in public polls at all times. If any such rights are violated, it constitutes a violation of the Constitution and Amendment I, II, and III.

Amendment V

The government who shall always fairly represent the citizens and soldiers shall never make any action violating these amendments or any other constitutional policy or restriction listed herein. Every member of this Federation is granted these rights to ensure a sustainable liberty and tranquility.

4. Conclusion

The document before hereby defines the Constitution of the United Servers of the Rebel Penguin Federation in its newest state. It shall ensure eternal justice, freedom, and fair representation, as well as the basic rights listed in the Amendments, specifically Amendment II. With this Constitution, the Rebel Penguin Federation will always „FIGHT THE GOOD FIGHT“ forever.

The Inaugeral Address

Hello, It is Your Newest Leader, Dragonninja0, here with his inaugeral address. First of all, i would like to say what an honor it is to be the rpfs, newest leader.

second of all, kyles “constitution” is nothing. He has no Power in the RPF, and if i have any say in the matter, he never will again. Comando left the RPF as a Dictatorship, as a dictator, he named me the newest dictator. i assure you, that the RPF will not Remain a dictatorship, but will until such a time were my leadership is unquestioned, and the RPF is stable. The new goverment is already being created alongside our old friend ziehen.

Preamble

We, the penguins of the United Servers of the Rebel Penguin Federation, in order to construct a more perfectly unified nation: ensure domestic tranquility, provide for the common defense, promote the general welfare of our citizens, and secure our blessings of liberty within our nation borders. These four goals are what will establish our Constitution of the United Servers of the Rebel Penguin Federation.

Articles: I, II, III

Article I [Legislative Branch]

Section I

All legislative powers (namely: governors, the Head Warlord, Warlord, Head Generals, and senators) are granted as the Congress of the United Servers of the Rebel Penguin Federation, which will include the House of Representatives and the Senate.

Section II

The House of Representatives of the United Servers of the Rebel Penguin Federation will be composed of the primary Vice-President, Head Warlord, Warlords, and Head Generals, (thus comprising of all congressmen from the “army”). To be in the House, one must be at least a Head General. Once this requirement is made, one will be official. The primary Vice-President is the Head of House by default, and can only be removed from this legislative privilege by a two-thirds majority independent vote (of this House). He/she may assign a “Head pro tempore” if he/she wishes not to fulfill the duties temporarily due to personal or executive reasons and/or priorities.

Section III

The Senate will be composed of the Governors, and secondary Vice-President of the USRPF. To be in the Senate, one must be elected as a governor of a Server of the USRPF. Once this requirement is made, one will be official. There are 12 designated Members. The secondary is the Head of the Senate and cannot be replaced by a two-thirds abdicating vote.

Section IV

The entire Congress of the United Servers of the Rebel Penguin Federation will be assembled for meetings whenever the President posts a time. These assemblies will be about how to strengthen our great nation with our four goals of this Constitution. However, separate meetings may be called as well. The Head of Senate is the secondary Vice-President, Furbur27, by default. The Head of the House of Representatives is either the primary Vice-President, or another Member of the Lower House, if he/she receives two-thirds of the House’s votes. Due to a sometimes existing lack of attendance, the House of any House of Congress may propose a ONLY bills without a meeting. Every member of the House must have been confronted with it within 7 full days of its origin time. If both Houses fail to finish the Bill by the end of the frenzy, it will be automatically rejected. A simple majority of the entire Congress is needed to pass a bill. The bill may be reviewed by the Judicial Branch if an absolute majority is not met. This requirement to pass a bill is however with the anticipation that the Executives passed the bill. An absolute majority will be needed to override the Executive powers.

Section V

All members of the USRPF Congress have the right to judge the leadership of the President and his Silver Generals, Head Warlord, Warlords, and Head Generals freely. This is not for his impeachment, but to secure the blessings of our liberty to have freedom of speech. (See Amendment I).

Section VI

The members of the Congress of the USRPF will be paid with trust. The more influential members will be recognized for their decisions for our stable nation. Failure of the congressmen and/or any other government official to keep this secrets within “safe hands” for a stable government can be impeached for a “Constitutional offence [according to Article I, Section VI, U.C.].

Section VII

All bills will be made by the entire Congress of the USRPF. The House of Representatives will make bills for USRPF servers and forces stationed there. The Senate has the right to be seated in the “Grand Congress Hall” for a co-joined meeting at any time, if the Chief of Congress is present. All bills will be passed by them. For a bill to become a law, they must present it to President Commando717 for approval of the bill to become a law.  The Prime Minister, Lpg123 needs to sign it as well. When he agrees to it, he will approve it and it will be an official law; though the judges have to make sure it is constitutional. If he does not want to approve it, the Congress has the right to override it. An absolute majority of the entire Congress is required for a bill to become a law without the President’s, Prime Minister’s, or the Supreme Court’s approval. Congress may NEVER be suspended, or it is against Amendment I and this Consitution.

Section VIII

The Congress of the USRPF has the right to provide organizing for the RPF Military, Navy, Marines, Airforce, and Coast Guard. They, however, have no concrete/direct influence on the army’s actions itself.

Section IX

The migration or importation of ANY army must be granted permission to settle on our soil. Any army that is already settling our soil was already given permission to settle on our borders.

Section X

No server of the USRPF will be granted as a more noble server. Every server of the United Servers of the Rebel Penguin Federation will be treated as equal as its oneself. A USRPF server cannot declare war on an invading army unless getting permission from the President and approval by the Congress. Once permission granted, the server may defend its territory. It can only defend itself to the point of necessity, if permitted by the Server Governor. If the situation is critical, the President has permission to override the Congress in time of emergency to get things done, only if permitted by the Prime Minister AND Chief of Congress.

Section XI

The Chief of Congress, alias Speaker of the Houses, is the supreme official of the Legislative branch, granting him the same authority and privileges in the Legislative Branch, as the President is granted in the Executive branch and army. The Chief of Congress may reserve the right to act for the President in Congress, if he/she is absent. When a bill is proposed and agreed upon both sides of Congress, The Chief of Congress must inform the President of the news. The Chief of Congress cannot veto a bill all together, but he/she has the equivalent voting tally of 25% of all congress votes (that currently being 4). His privileges grant him to be the second most influental government official in the USRPF. The President can still override him in times of crisis, as declared by the Prime Minister, Chief of Congress, and the President himself. If the status of situation cannot be determined by this “best-of-three” voting format, the Congress will be asked to vote on the status in a “phase two” discussion. The Chief of Congress also monitors the Constitution and has the initiative right to propose any Constitution revisions in written format [blog post] at any time. His proposal MUST be introduced into Congress discussion.

Article II [Executive Branch]

Section I

The Executive Power will be commanded by the President, with the Prime Minister also playing a key role as the 4th member. The current count of two Vice-Presidents will assist the President, or benefit from the experience of standing next to the President. Each penguin in the Executive Branch has a limited term of office, which will be explained below in each section. If a penguin of this branch is leading in a such unconstitutional way, he/she will be impeached and the next penguin in succession will take over the impeached official’s position temporarily until another election takes place. For a penguin’s impeachment, it must be approved by the Legislative Branch and the Prime Minister, whose responsibility is to act “under the International Law” [german: "völkerrechtlich"] and to make sure the State also runs according to that International Law. An impeachment of any Executive can be determined by a simple two-thirds majority of the Legislative Branch. If the President is not re-elected or retires from office, the Prime Minister must nominate a new candidate, who will be voted upon in Congress. Re-elections for any office in this government branch will be determined by the Chief of Congress (who is also the Chief Electoral Officer in these situations).

Section II

The President will have complete control of all RPF Armed Forces. He has the power to form treaties with other armies, unless Congress vetos, and an official treaty will be created. He has the power to schedule meetings, or any type of activity (excluding warfare unless congress agrees). He also has the power to promote ranks of existing RPF troops, give ranks to new recruits, and demote ranks of existing RPF troops. He has the power to appoint penguins for the position if need be. The Congress is usually asked to “let the President decide”, but always has the right to question his politics in questioning period.

Section III

The President can whenever he wants reveal to the Congress secret information. This information will be for the Executive, and Legislative Branch, only, but can later reveal, little by little, information or intelligence to the rest of the nation, if agreed by the Congress. Only information that the President wants to give out due to secrecy may be published to the public.

Section IV

The President has the power to declare war on ANY army or nation, unless the Congress vetos.

Section V

The other “key” member of the Executive Branch is the Head of State – the Prime Minister. He/she must be confirmed into office by the Chief of Congress. The Prime Minister is nominated by the President. It requires an overall two-thirds majority of the Congress to undo the Chief of Congress’ appointment. The Prime Minister must ensure that the Nation and Army is run “according to the International Law”, as mentioned before. The Prime Minister supervises the President’s actions, and if it violates this Constitution or the International Law, the Prime Minister can veto any laws affecting the State, and can also call for an Impeachment with the Congress. The Prime Minister may be removed from office if the President wishes this to happen; a two-thirds simple majority of agreement must be formed by the entire Congress for this to happen. Prime Ministers serve for up two two terms of four months. He/she may award people with prestigious awards recognized by the Government and State. And lastly, he/she has the right to confirm a President with a minority in all 3 electoral attempts. He/she may dissolve Parlament if: the President only gets a relative majority – a majority that does not meet the written requirements; or the President wishes to dissolve Parlament to re-build it – to be confirmed into office. The Supreme Court may review if the Prime Minister is aware of the President’s proper use of this dissolving power or abusing it. He/she must have spent six months in this Army with a rank of General or above (the past-used “Marshal” counts) and have had the rank of Warlord; whether it be current or past rank. The Prime Minister may replace the President for absence if: wished so by the President (probably has specific reasoning), and there is only 1 “official” Vice-President. In any such situation, the “official” Vice-President and the Prime Minister divide up leading power evenly. If there are two Vice-Presidents, the privilege of the Prime Minister is effectively void.

Article III [Judicial Branch]

Section I

The Judicial Power of the USRPF will be taken place in RPF Supreme Court Chat. The 3 judges will run the Judicial Branch in both important or minor cases or interpretations for any law to ensure it is constitutional.

Section II

The Judicial Branch may extend to ALL cases, in law and equity, stated in this Constitution, the laws of the USRPF made, treaties made or will be made. The trial of all crimes will be by jury. The jury will be consisted by ANY RPF troop and a total of 5 RPF troops will be recognized as a fair and complete jury. Each judge will trial together in any and every case.

Section III

Treason (betrayal of the RPF) will only consist declaring war on them and his/her followers. The Congress has the power to declare a punishment for a treason, unless agreed by the President, and approved by at least 3 of the judges.

Article IV [The Servers]

Section I

Full faith and credit will be given to each USRPF server for public acts and records. Any act or record must be approved by the Local Senate/Governor. Only if an issue is deemed “Federal”, must the Server Government await the decision of the Federal Congress.

Section II

All RPF troops and citizens are entitled to all privileges and immunities of citizens in ALL USRPF servers.

Section III

The Server Governor has the power to make all needful rules and regulations toward every server within USRPF borders. All servers must follow those regulations (again, any decision made by congress must be approved by President and least 3 judges to analyze).

Section IV

The United Servers of the Rebel Penguin Federation shall guarantee to every server in this nation a Represenative-Democratic form of government and will be protected against any kind of enemy invasion.

Section V

The Congress of the USRPF shall create amendments to this Constitution. When the absolute two-thirds majority of Congress and the Chief of Congress agree, revisions may be made to the amendment. Any amendment can be repealed or changed, unless it gets the right regulations above.

Section VI

The treaties and laws made in this Constitution will be the supreme law in all USRPF servers. The Legislative, Executive, and Judicial Branch must make an oath to follow and support this Constitution.

Section VII

The approval of all USRPF servers will be sufficient for the establishment of this Constitution.

2. Amendments

Amendment I

USRPF Congress will make no law abusing any RPF right to freedom of speech, press, assembly, and petition.

Amendment II

No person shall be held to answer for an infamous crime, unless on a presentment or of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger, nor shall any person be subject for the same offense to be twice put in jeopardy.

Amendment III

All RPF troops have the right to vote in any situation whatsoever and cannot be denied by the USRPF government due to the RPF troop’s character or rank.

Amendment IV

The President may revise the Constitution at any time – unless the entire Congress or the Supreme Court disagrees. If the Leader feels he should deserve more power, he may consult the Prime Minister, and together their actions cannot be rejected by ANYONE.

Amendment V

Never shall the Founders of the Federation, namely Commando717 and Kyle Cease, have the right to overrule a decision by the active Government, as the two founders are, in context of their own statement, “retired” – the exact contrary of “active” or “in action.”

Amendment VI

To ensure the stability of leadership and government, any one Leader/President who retires from service is not entitled to a term after their retirement. They have chosen to retire, and the effect of their decision is permanent.

4. Allies and Enemies

There Are Other Armies and Nations out there. We have made it our duty to act democratically and diplomatically with these other Nations and their respective Armies.

5. Citizenship

Anyone who has joined the Rebel Penguin federation are already citizens. Penguins who are not in RPF, but are within USRPF borders are residents. This will prevent confusion. This also of course means that being a Citizen with full priviledges requires to be in the Army. Below are the advantage of being a citizen:

• Citizens may Vote for: President, Vice-President, Senators, Server Governors (Anything Representing The Citizens)
• Citizens may run for: Server Governors and/or other positions of the Local Government
• Citizens Have Priority in Being Protected By Our Army
• Citizens’ Comments to the Government are read first, while Residents’ Comments are read after

Other Roles include: Member of the Government Cabinet; Participation in The Offices of Government Agencies; Member of The Army (No-Brainer!); Member of The Agency For Foreign Affairs/Being an Ambassador.

6. History

The Rebel Penguin Federation was founded on May 8th, 2007 by founder and previous leader, Commando717. The RPF was created during WWIII, when the UMA, Underground Mafias Army ruled over Club Penguin. The RPF was created during a civil rebellion inside UMA. Commando717 was a high ranked soldier who was given the power to run Tuxedo and given around 25-30 troops under his command. He later finds out how and why UMA is evil so he and his faithful soldiers make the most random, courageous, and probably the most risky act ever: they rebelled against the monopolized UMA from such low number of troops. This rebel UMA group, that was named the Rebel Penguin Federation, was successful in taking away Tuxedo from UMA, that is today capital of the USRPF. Within around a day or two, RPF was then the most talked-about army on Club Penguin. Major armies such as the ACP, Army of Club Penguin, witnessed the RPF’s courage to fight. Supreme Commander Oagalthorp of the ACP, now a retired leader, agreed to an alliance to stop UMA. Weeks went by, and finally the allied armies, including RPF, defeated UMA in WWIII. RPF became the most grown army in such short amount of time in Club Penguin history. Many other events happened after that: alliances with larger armies like Nachos, IW, WW, BB, etc. took place. Then, around 6 months later, the United Servers of the Rebel Penguin Federation was established. 3 months later, Kg007 became leader over RPF at Commando’s retirement. For about a month, Kg did not fulfill is duties and then left to join the ACP. The RPF had control over the 2nd page of servers, back when CP didn’t have an update. But around 2 months ago, a huge CP update in the servers on different servers were switched around, creating confusion on where other armies’ servers were. The RPF then considered ACP an evil army and the alliance was broken for about the week and former leader Kg wanted to engage war on RPF. Ziehen, elected in July as leader of the RPF, made a last minute alliance. Upon that however, the RPF accepted defeat and agreed to have all servers taken away except Tuxedo, Tundra, Yeti, Yukon, and Vanilla. RPF was then lacking in troops and a select few participated. Then, around 1 month ago, the Tundra Union was established. Tundra would be owned by the RPF, WW, and BB. Tundra has many wars and these armies and the RPF bonded together to ensure peace to its residents. Ziehen soon retired on 31 December, 2008. In place, the now legendary Founder of the RPF, Himself, Commando717 took back the leadership posistion as the now fourth leader of the Rebel Penguin Federation. Today, RPF is improving in recruiting troops, making treaties, etc. If you haven’t, join the Rebel Penguin Federation to protect CP and Fight The Good Fight.

7. Rules To All Armies

Below is the list of rules that all armies: allied, neutral, or hostile toward us can and cannot do:

1. Armies Cannot Settle On USRPF Servers Without Permission- It has been CLEAR that the RPF have the rights to boundary our servers part of nation. Settling within our servers without permission will give us the assumption that you are an enemy and we WILL attack you on sight. We do this because we care about our residents and citizens. You can; however, apply for a land grant to settle on ONLY 1 server of the USRPF (excluding Tundra). You will be allowed to use our resources, rooms, etc. without any problems with us. If we witness or suspect that you are abusing your grant, we will cancel your grant and deport you out of our nation. We do this because for the protection of our servers and people.
2. Armies That Break Treaties With Us will Not Be Tolerated - We make treaties because it insures that you will protect our residents and we will protect your residents. We have your back, you have ours. It is a win-win scenario. However, breaking an alliance for no reason cannot be tolerated. You have made a verbal commitment to us. Now if you are found to have a GOOD reason, we will do our best to correct the problem so that we can live with peace together.
3. Armies Cannot Be On Any RPF Chat With Meeting Or Session Present- The RPF likes to have our privacy, just like you. Unless you are a member of the RPF, you are welcome to attend meetings, sessions, debates, and trials. If you are a leader, second, or third command of an army, but is a member of the RPF, you cannot join our meetings because you have an army and nation of yours to run. If we invite you, then yes you are welcome to our meetings. We do this to prevent spies and spammers. Now, when the meeting is over or if a meeting or event on any type of RPF Chat is not engaged, you are always welcome to come on and socialize.
4. Armies Cannot Spam On Our Blog - If you are a citizen of the RPF, or given special permission, then you are welcome to post a link on a comment. If you are not a citizen of the RPF, your URL links that post on a comment will be marked as spam. We want you to comment, but do not want you to spam or commit the above rule.
5. Armies Cannot Take Any Material Off The Blog- All armies cannot take, without permission, anything written or prewritten on the blog. This is a criminal act called plagiarism. We want you to be creative your own way on what we’ve written on our blog. If you commit this, we will notify WordPress to delete your blog, we are not kidding. If you were in college and you did plagiarism on a paper, you would be given a 0 in that class and be booted out of that college if it was real life. Anything written by us is important to us. Unless you ask or already a citizen, you cannot copy and paste our exact wording.

Now, if you are an APPLIED citizen, you are protected under this Constitution and are given more freedoms and rights than anyone else. We don’t make these rules to be mean, but these rules are made to protect our blog, members, and residents.

8. Government System

Legislative Branch

This branch is an important one. Its job is to make laws. The Congress is the main body of the Legislative Branch. It consists of the Senate and House of Representatives. Note: If a congressman is in both houses, he/she is only entitled to one vote. However, he/she may choose to remain in “both houses” – for the record.

This branch is also an important one. Its job is to enforce and administer laws. Its main leader is the President.

8. Departments

Foreign Affairs – Furbur27

These people of the RPF work with other armies to establish and maintain treaties with numerous different armies. The Head of Foreign Affairs runs this department and ambassadors, chosen by the Head, are assigned to work with their assigned army to make sure everything is fine. In any other context, the Head of Foreign Affairs shall be called “USRPF Minister of Foreign Affairs”.

Espionage – SCORPIA

These people are the spies and spec-ops of the RPF. They collect info, WHEN ASSIGNED, to spy on an army. The Head of Intelligence runs this department and spies, chosen by the Head, are assigned to armies to conduct surveillance and reconnaissance; however, they can only do it WHEN ORDERED to. We do not want our allies mad at us. All intelligence work is allowed to be conducted in any allied, neutral, or hostile army.

Note: The Head of these Departments are not part of cabinet anymore – it was dissolved on 01 January, 2009 by new President Commando717.

10. Conclusion

In conclusion, this is the USRPF Constitution, created by the RPF and USRPF. This constitution will maintain what the RPF/USRPF can and cannot do. This sacred document is also for other armies what they can and cannot do to USRPF servers. This was created so that the RPF/USRPF can create and maintain a perfect unified nation,  to insure domestic tranquility,  to provide for the common defense, to promote the general welfare of our citizens, and to secure our blessings of liberty within our nation borders. Any rule broken in this sacred document from ANY RPF member is and will be for treason. May this constitution lead and maintain the RPF/USRPF for its golden age. This constitution proves that we, the Rebel Penguin Federation / United Servers of the Rebel Penguin Federation, was, is, and will be Fight(ing) The Good Fight.

Some Updates

Hey there, its the new RPF leader, Dragonninja0. I’m here with some daily news.

First of all, last night we were invaded bye the UMA, the RFW, the MM, and the Cpeq.

For Uma, there back on our side, we didnt have to do anything, turns out they just wanted something to do. No harm No foul.

for RFW, we agreed to share parka witht them, i found out that the ST already had an existing agreement. No harm No foul.

For Cpeq, turns out they were just helping RFW. I really dont care about them.

For MM, they first wanted 3% of tuxedo, obviously i denied this since its our capital. We agreed to give them a server, and decided it would be bunny hill.  Little Harm, Little Foul.

Now a few things to look forward to:

Cheesecake?

Alright, this is Commando717 speaking. All I can say is a few things that have led up to my retirement this month.

Its been a great ride guys, four months it has been since I came back on January 1st, 2009. I have proved to myself that I am one hell of a leader. Being able to take RPF and turn it back into a super power. If I planned on staying any longer I could assure you that we would grow to an unbelievable size. But coincidentally history might repeat itself and I might become the second Pink Mafias.

Besides from that, armies them self are at a checkmate situation right now. There will be no progress any time soon. Why? Well Ive finally figured it out, from Omega39’s perspective. Infact he did have a good reason for what he tried to do. Armies are stuck in this endless noob hell, and no wars situation, right now because of a chain of reasons. Who ever throws the first punch will be turned against and flattened. Everybody always trys to get involved due to the lack of wars. But see, even when theres a war. It is ended when ACP gets involved. Who ever has ACP wins the war, battle, or anything. Then even if your allies with ACP, there are so many that your army will not be seen. My point is. Because ACP has the most attractive name to kids: Army Of Club Penguin, they are the biggest, and they are so big that nothing can progress with out them ending it first.

Now, don’t get mad at me. Because Im not going to do anything. Im only speaking my mind about this. Now a days as you can see, even if you say something about some one that sounds even the most minor of an insult to them. Something can start. Its like a room with too much oxygen, the little is spark can set off a raging fire.

Well Im going to leave Dragonninja0 to continue what I started here at RPF. I can only imagine where he will lead this army. Im still questioning about letting another admin on the site only to cause trouble. Im still questioning whether or not there should be a election for leader. Democracy was never re-founded. Perhaps I have one more thing to finish before I really go.

Don’t worry though, Ill still be on chats and what not, maybe not RPF chat. But you have to know, Im in 9th grade and I have a life to deal with now. I cant always be leading the way.

I’m Back In Black

Well since I came back earlier than believed, everybody is at school. So for the FIRST time ever, I didnt come back and watch the entire USRPF stop in place as it commenced destroying itself under the leadership of somebody else.

Well some vacation that was, I went to the Kalahari. Huge resort, its like the main HQ of the 4 others around the US. But this place was just so huge. I mean. It was probably bigger than the Disney World hotel buildings. It basically was just that.

When you opened your window, you opened your window TO THE KALAHARI. And you didnt have to leave the building for anything. Like, completely nothing. There were 5 restaurants, an entire movie theater, a indoor theme park, an indoor water park, an outdoor waterpark, 3 different pools, and on top of it all. I found MC Hammer! Apparently he lives in the basement of the Kalahari now, who would have guess?

And, you know how hotels always hire mexican immigrants for cleaning stuff and what not? (A racist stereotype but its oddly true) Well instead of just one guy doing it, I walked by a room getting cleaned yesterday. They had a FLEET of mexican immigrants cleaning it. This place was like Wow. On the ride home I fell asleep you know, and now I feel like I landed back in the hellhole called life’s reality’s.

So yeah its been quite interesting these past few days. But Im glad now that Im back anyway. I get to see Spacey! ^_^ !!!

Also, what I ment about invading servers and starting wars… well I actually did mean were going to be doing that. I’d say around here, this place is pretty boring. I dont know, a renaissance fair might top this. So if were going to have armies on Club Penguin, we might as well use them for what they are made for and have some fun!

I will post the invasion dates maybe later tonight or early tomorrow.

On Vacation

Alright, heres the deal.

I, Commando717, am going on vacation for 3 days. Im going to the biggest indoor waterpark in America. Meaning Ill be back Wednesday night, which infact does really screw up this weeks plans here at RPF.

Considering the NEWS PAPER deal over here, they seem to have given me something to make fun of them about. Alright, for April Fools. They basically are saying “Hey little Timmy! You know that fun Disney game you play? Well now you play Club Hobo Village so screw you! Try not to get shanked!”. I logged on to find that every building in the USRPF has turned into a GIANT BOX. This is like Ed Edd and Eddy all over again. So now your stealing Cartoon Network ideas Disney? A new low indeed.

A lot of awards were given out at the awards show, but Club Penguin News decided that they should say something about the Penguin Band. Oh of course. If you don’t somebody will eventually!

Army News

Finally, wow, I never wasted so much time in my entire life. I mean really… wow. Alright onto some important army news.

Starting with RPF, we have too many damn servers. Were simply horrible. So I devised a way to get us down to 17 Official USRPF servers, and on top of that, 17 Server Grant… servers. So its pretty metal. Just check out the diagram below. It tells it all.

As you can see this is going to require the invasion of 7 servers, plus the Parka Clean Out. Boy do we have a week a head of us.

Alright get ready guys, get your bags, pack your guns, were going to start some wars and take some servers.

The Invasion Schedule is set to commence soon, probably some time after my two day invasion on Monday and Tuesday.

In other RPF news, were also going to have two LIVE News Channels (not on TV) but on a certain site. Ill tell you more about it soon, but for now, my arms are about to fall off!

April Fool’s News

Know whats funny about April Fool’s Day at my school? We spend all year pranking our teachers, or teachers and kids having prank wars against another class. But when it comes to April Fool’s Day. We decide to watch movies all day long. I mean come on, the instructions in math were to “If you talk, I will kill you”. XD

Well thats why I’m not doing anything special for April Fool’s Day. So suck it.

Anyway, after looking over our nation once more last night. Since the RPF/ST Treaty we obtained a bunch of servers that I havent even gone on yet! So I have some new ideas.

• Drop Servers Not Needed
• Zone Dropped Servers For Land Grants
• Relocate some bases to more useful servers
• Enforce home front defenses

My Idea:

Were going to pick servers we want as official servers, and drop those that arent being used. Invade new ones. And then the ones we drop will be put under USRPF Government Control. What do I mean by that? Same deal with ST. We can make a business off of this.

So, we rent out servers to small armies in exchange for their armies men to help fight for the USRPF if in time of war. So not only does the army get A. Some New Servers. They get B. A Strong Alliance With RPF. And don’t forget C. A Server Whose Protected Under The RPF Constitution.

To help watch over the servers being rented out we will develop sectors of them, we will be like God’s Eye just watching incase they go under siege.

Pretty bad ass right? This way for the more than 12 servers but less than 24 we come out with. We will have a even BIGGER army defending “Peace And Justice For All”.

Doing this not only benefits us like you can already see clearly, it makes it so others cant ridicule us for having too many servers. I mean when I agree with them you know their right. So thats why this is a good course of action for this dilemma.

Nachos are declaring a war on ACP to crush their entire army, their starting by invading each and every server the DRACP owns.

The Watex Warriors are also merging into ACP, they have already joined their ranks to become one super army, possibly to crush the Nachos!

Today on the Home Front,

Parka has been quite clear after my more than autheastic last post. I believe our point has been made. There is still no clear day set for the Clean Out, but its coming up guys.

Avalanche is growing in popularity among RPF troops, I think thats going to be a new base some time soon.

The ST occupance in Ice Palace is still unknown, we will figure out that deal this next meeting.

Aside from that, everything is looking up!
